The Des Moines County Regional Solid Waste Commission is an intergovernmental 28E agency serving the Southeast Iowa communities of Burlington, Mt. Pleasant, Mediapolis, Winfield, Morning Sun, Danville, New London, Salem, Rome, West Burlington, Westwood, Middletown, and Des Moines County.

Established in October 1990, the commission is dedicated to providing its member communities with environmentally sound, fiscally responsible solid waste disposal and resource recovery services. The commission operates the Area Recyclers facility in Burlington as well as the Des Moines County Regional Landfill and the HazChem Center in West Burlington. The commission is governed by a board made up of representatives appointed by each member community. Currently, there are 11 voting commission members with some members electing to have “non-voting” status.
